Apple support's solution is a joke - give full file system disk access to chrome, which is a huge security risk to ask all new macbook purchasers to take to do something basic like save an image. Unfortunately, the option to add any programs to this "files and folders" section is greyed out, and despite not being listed, Apple programs like safari have these permissions. then i was getting proper finder pop-ups for file uploads (and downloads were still working too). i went to system preferences > security & privacy > privacy tab (top right) > files and folders, clicked the lock, selected chrome (which already had Downloads Folder permissions), removed it (click the – button), and restarted chrome. I was having the same issue (m1 mac) and think i found a fix. For those stuck like me, this seemed to be the solution, as posted in a news article about this phenomena: Not that Steve was some Messiah, but he seemed to understand that convenience and ease-of-use kept people using macs. And then you go to the actual Apple forums and customer service is like "Gee, I dunno, have you tried updating and restarting a few times?" and other condescending answers, or they straight up close the thread and kill discussion after insisting it's the user's fault.

No notification that you may want to change permissions. This is clearly a control and money grab by apple to try and trick users into using safari because "Chrome doesn't work." No error message.
